Early Education Funding
2 Year Old Funding
Your 2-year-old can get free early education and childcare if you live in England and get one of the following benefits:
- Income Support
- income-based Jobseeker’s Allowance (JSA)
- income-related Employment and Support Allowance (ESA)
- Universal Credit – if you and your partner have a combined income from work of less than £15,400 a year after tax (not including benefit payments)
- the guaranteed element of Pension Credit
A child can also get free early education and childcare if any of the following apply:
- they’re looked after by a local council
- they have an education, health and care (EHC) plan
- they get Disability Living Allowance
- they’ve left care under a special guardianship order, child arrangements order or adoption order
A child can also get free early education funding if you’re a non-UK citizen who cannot claim benefits
If your immigration status says you have ‘no recourse to public funds’, you may still get free childcare for your 2-year-old. You must live in England and your household income must be no more than:
- £26,500 for families outside of London with one child
- £34,500 for families within London with one child
- £30,600 for families outside of London with two or more children
- £38,600 for families within London with two or more children
You cannot have more than £16,000 in savings or investments.

3 & 4 Year Old Funding
Universal entitlement
- All 3 and 4-year-olds in Oxfordshire can take up a funded place for universal entitlement the term after their 3rd birthday (refer to chart below).

- Universal entitlement does not require a code.
- This funding can be claimed up until the child meets compulsory school age (the term after their 5th birthday).
- The hourly funding rate is £5.53
- This can be combined with working parent entitlement for a maximum of 30 hours per week.
Working Parent Entitlement for 9-23 months, 2 year olds and 3 & 4 year olds (up until compulsory school age)
All eligible children aged 9 to 23 months, 2 years and 3 & 4 years are entitled to up to 30 hours of free early years education a week for 38 weeks of the year (term time). Lord Williams’s School Day Nursery is a term time only, registered charity therefore we can only claim funding for 38 weeks of the year, however we are open for half terms (February, May, October) which means funding is not available during these weeks and full nursery fees will apply.
We allow funding to be claimed for 6 hours of a full day session and 3 hours of a morning or afternoon session. Therefore, if your child attends 3 full days a week and you have a 30 hour code we will claim 18 hours funding a week.
You will be required to complete a “Parent Validation Check Declaration ” with details of your funding code which needs to be checked on the Oxfordshire Funding Portal before a firm offer of a nursery place can be given. Once we have confirmed your code is valid you will then complete a “Parent Declaration Form” when applying for funding the first time. As the funding code remains the same throughout your child’s time at nursery the declaration form will only need updating if you change days/hours.

Please note that once you have a code you must reconfirm your eligibility via https://www.beststartinlife.gov.uk every 3 months for it to remain valid. The consequences of not doing so are that your child will not receive funding for the term and full nursery fees will apply. Please note that Lord Williams’s School Day Nursery cannot be held accountable if you have not updated your funding code.
Funding always starts the term after your child turns 9 months, 2 , 3 or 4 years.
Consumables Charge
A consumables charge applies each day to cover items/services not included in the Early Education Funding received. Currently this covers:
Sun cream
Baby wipes
3 x meals per day
“RugbyTots” sessions for Toddler and Pre-School children
“Rattle and Roll” sessions for children in the Baby Room
Outings away from the nursery
Arts and craft materials
Cookery Club resources.
Additional items may be added as necessary.
